Leaders, Lawmakers, Political Advisors Discuss Report

Chinese Premier Wen Jiabao and other senior leaders on Tuesday joined lawmakers and political advisors in panel discussions on the government work report he delivered Monday.

 

Wen urged the country's western regions to step up infrastructure construction and environmental protection in a bid to ensure sustainable growth.

 

"Over the past few years, I have emphasized ecological construction in Gansu. Now, achievements have been made in this area thanks to relentless efforts," Wen said when talking to deputies to the National People's Congress (NPC) from the northwestern province of Gansu.

 

He also called for enhancing the implementation of favorable policies in the western regions to boost local economies and improve people's livelihood.

 

At a panel discussion, top political advisor Jia Qinglin said it is important for Communist Party of China (CPC) members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) to play a model role in adhering to the Party's policies, carrying forward democracy, and fulfilling their duties.

 

He also urged them to be practical, honest and upright so as to further advance the undertakings of the CPPCC, the political advisory body.

 

While deliberating the government report with the NPC delegation from northeastern Liaoning province, Vice Premier Li Keqiang stressed making progress while maintaining stability, accelerating the transformation of economic development pattern, and improving the quality and efficiency of development, in a bid to promote coordinated development between the economy and society.

 

Li called for industrialization, urbanization and agricultural modernization in the way of rejuvenating the old industrial bases in northeast China, adding that people's livelihood should also be improved.

 

Joining a panel discussion with the Hunan delegation to the NPC, He Guoqiang, a Standing Committee member of the Political Bureau of the CPC Central Committee, highly valued Hunan's achievements in recent years.

 

He urged the province to further emancipate people's minds to seek new ways of deepening reform, promoting regional development and maintaining social stability.

 

Adjusting economic structure is the ultimate way for Hunan to accelerate regional development, and the local government should nurture new modes of industrialization and urbanization while strengthening ecological construction and environmental protection.

 

More efforts should be made to improve Hunan's "soft power" by boosting developments in the educational, scientific and cultural fields, said He, who also called on local officials to stay clean and honest.

 

He also encouraged people in Hunan to carry on the campaign of learning from soldier Lei Feng and pass on his spirit to next generations, as Hunan is the hometown of the soldier who devoted almost all his spare time and money to selflessly helping the needy in the 1960s.

 

While deliberating the government work report with lawmakers from Heilongjiang province, Zhou Yongkang, another member of the Standing Committee of the Political Bureau of the CPC Central Committee, called for the province to make greater contributions to the country's grain, energy, ecological and border area security.

 

Zhou took note of Heilongjiang's leading role in many economic indicators that were higher than the country's average last year, including coming in as China's top grain-producing province and building the largest number of government subsidized housing units.

 

Zhou hoped the province would better coordinate the relationship between promoting development, improving people's well-being and maintaining stability this year.

 

The province needs to ameliorate development quality, improve people's living standards, enhance social management and fully implement policies of all kinds, Zhou said.
