The fixed investment hit 81.16 billion yuan with the increasing rate of 35.2%. The total volume of social retail goods was 48.25 billion yuan, up 18.1% with the growth rate first ranking of Hunan province. Petroleum products, jewelry, cosmetics, electronics, construction materials, and furniture retail goods were with the growth rate of 106.8%, 36.4%, 29.4%, 30.6%, 36.3% and 33.5% respectively. Commercial residential houses areas reached 30.43 million square meters, up 21.9% but with the growth rate decreasing 55.2% compared with previous year.

It was reported from the conference, in 2011, the expenditure in this sector was accounted 65.7% of the total general budget, which were especially on the following 7 aspects: education, social security and employment, medical treatment and public health, energy conservation and environmental protection, community of rural and urban areas, agriculture, forestry and water affairs, and housing security. The total investment amount of people’s well-being recorded in the statistic was 4.39 billion yuan, up 39.8% with 4.6% higher than fixed investment increase.
