On March 28, 2012, the digital city management system was applied by Chenzhou city. Till the end of June, 55056 cases were accepted by this system. Among them, 1051 cases were dealt by the 12319 hot line, 18 were written instructions by municipal leaders, 39 were registered with videos, 4 were exposed by media, and 21 were reported to superiors, all of which showed the increasing of reporting and dealing rates of Chenzhou city management. As the third city of Hunan province (the first two were Changsha and Zhuzhou city) which applied the management system, Chenzhou city greatly upgraded its management quality.
9 basic subsystems and 13 extended subsystems were established for Chenzhou digital city management which covered about over 60 square meters of Chenzhou central city with 1305 unit grids, 45 working grids, which involved 0.40 million parts of city management, 25 municipal subordinate units and 40 municipal or district departments (including park). A preliminary informationized and modern “great city management format” was formed in Chenzhou city to walk in the forefront of the country while Changsha and Zhuzhou city’s digital city management was restrained in the interior system. This system helped to provide Chenzhou city’s city management upgrading with the strong technological support.
