As one of the key points of “stable growth & upgrading harmony” and one of the key contents of Chenzhou government well-being projects, the low-cost housing project has been always ranking the top concern among other public issues. Recently, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city took an investigation on the low-cost housing project construction. Qu emphasized that this low-cost housing project had to be fulfilled as a happiness project for people.

From 2008 on, there have been about 306 low-cost housing projects submitted and approved, which included the low-rent housing, public rented house, reconstruction of urban shanty town and reconstruction of state-owned shanty town. About 3.16 billion yuan capitals were approved and discharged by the central and Hunan provincial government, among which 1.07 billion yuan had been paid-in. This amount took 11.5% of whole Hunan province with the first ranking. According to the general task placed by Chenzhou government, 36400 houses for the low-cost housing and reconstruction of shanty town will be started, while 7300 out of them would be finished, and another 900 families will be listed into the low-rent house subsidy project.

After visiting Tongleyuan, Lemingyuan, Lishushan community and some other low-rent house projects, Qu highly appraised the low-cost housing work carried out by relative departments. Qu said, Chenzhou did a good job on the low-cost housing project so that in recent years it was highly supported by Hunan provincial government as a result of its big scale and high quality. He also pointed out that as an important well-being project and a key task for stable growth and upgrading harmony, the low-cost housing project takes significant place on the stable housing price, healthy development of Chenzhou real estate, and the improvement of low-income families’ housing condition as well. Departments at all levels should try the best to fulfill this project to be a happiness project for people.

In order to carefully handle the project, Qu Hai listed the following four requirements: First, the force of leadership and specified relative responsibility should be further strengthened. Departments at all levels should pay highly attention to the improvement of this project and all the principals should take their specified responsibility to carry out and evaluate it strictly. Second, measures to confirm the implement of all projects should be hardened. Responsibility system, distribution system, overall arrangement, financing channel, and department cooperation have to be forcefully carried out . Third, relative polices should be made the best use of in order to keep developing healthily. Chenzhou government should study the relative policies of the upper level government and combine them with Chenzhou practical condition in order to find the best way to benefit Chenzhou project improvement. Forth, the evaluation and supervision work should be strengthened , especially the supervision on capital arrangement and houses distribution.
