On the arrival of Heping village, Wangxian town, Suxian district, Chenzhou city, the village officer- Yanglin can’t wait to take the reporters to witness the great changes happening in the village.

In earlier days, the village was full of dangerous houses and untidy pigsties and toilets. The young people cannot stand the bad conditions there, so that all of them go outside to find jobs. In 2008, Yanglin who gained great results in his business was persuaded to come back to the village and took the charge as village officer.

“It was really hard at the beginning when I came back to the village, for I’m experienced in handling the business but not skillful in governance.”

Heping village has abundant natural resources like the green mountains and high quality fields, with good geography location as well for it locates in the core area of Chenzhou-Zixing-Guiyang “two-oriented society” demonstration belt. All of these enabled it with the unique conditions to be improved as the leisure agriculture. It was just lacking a long term planning to guide all the villagers to carry out programs.

In 2011, Heping village encountered the best chance to make much progress. Xiang Lili- the previous Mayor of Chenzhou city took an investigation to Heping village and pointed out that the key point for developing it to be new rural construction demonstration village was to integrate the construction plan and adjust the industrial structure.

Heping village became the first approved comprehensive new rural construction plan by Chenzhou municipal government. It was planned to be built as the name card of Chenzhou leisure tourism to guide Chenzhou city’s overall new rural construction work.

Driving on the new roads of Heping village, many great changes can be found: new houses are standing on the green land while dangerous houses are removed; new entertainment instruments are installed to enrich villagers’ spiritual life; Villagers are becoming positive to join in the new planning work to make Heping villager better and better.

Furthermore, Heping village has achieved great success in industry adjustments. More than 4000mu lands were transferred to establish the sprout and flower cultivation base. One leisure fishing center was completed by introducing investment capitals. Four high efficient agricultural projects were developed with over 10 Hunan features leisure agricultural vela and farmlands.

All of those changes help to attract young people to come back to establish their businesses. Now Heping village is looking forward to its further development and is confident to catch up with Xiaobu village as the new rural model of Chenzhou city.
