From September 22 to 24, Cao Hongmin- member of national district planning leadership group, director of the drafting group, and deputy director of foreign capital of poverty relief office of the State Council led an investigation team together with 11 members to Chenzhou city and investigate its work on development and poverty relief planning at Luoxiao mountain district. Chenzhou municipal leaders accompanied the team for this investigation.

Cao Hongmin said that it was a well- prepared planning for Luoxiao mountain district development with the strategic, foresight, binding and constructive characteristics. Its main purpose is to increase peasants’ income and basic public services equal to national average level, and to reverse the developing differences among areas. The investigation team will listen to the report from Chenzhou municipal government and county government, collect more information from the areas and try to get it approved by the State Council. Once it is confirmed, there will be specified implementation planning to be drafted up later on.
