Jiangyuan water reservoir is on the final stage and will be finished in time. Xiang Lili- Secretary of Chenzhou Municipal Party Committee took an investigation on Jiangyuan water reservoir on September 27, 2012 and required that all the departments should try best to make it fulfilled on October 18, 2012 with good quality and safety. The water reservoir should be built as one of the demonstration projects and the symbolized project of modern tobacco water resources.

Jiangyuan water reservoir which is the key construction project of Chenzhou “the twelfth five-year plan” is a middle sized comprehensive water conservancy project with the main purpose of blood control, irrigation and ecological water use. It locates in Shigaitang, Beihu district of Chenzhou city whose pivotal project is in the upstream of Chenjiang River. Dam site rain catchment area of the water reservoir is about 49.3 square kilometers with total capacity of 102.7 million cubic meters and 343 meters normal pool level. This project was launched on December 15, 2006, but postponed temporarily in the January 2010. Chendian international group was confirmed as the new project owner in June 2010, which enabled the project to be continued. This January, Jiangyuan water reservoir was approved to be the first national tobacco subsidized water resource project of Hunan province.

Xiang led its team with some municipal and district departments’ principals to visit the water reservoir and carefully checked its progress. Now, 95% of the continued project has been fulfilled.

Xiang required on the site of construction that all the staffs should conquer all the difficulties to meet the project time schedule to hold the completion ceremony on October 18, 2012 and start water storage on time. Though the time schedule is a little tight, all the staffs pay highest attention on the quality control and safety control with high technology and supervision measures.

Xiang also emphasized that it is with significant meaning and demonstration function for Jiangyuan water reservoir as one of the key projects in the “year of water conservancy construction” and in implementing “stable growth & upgrading harmony”. Meanwhile it is meaningful for Chenzhou modern tobacco agriculture, city flood control, landscape engineering water storage, ecological tourism, and so on. It is the responsibility for all levels of governments. It has to be finished as one of the demonstration projects, the symbolized project of modern tobacco water resources and the finest project with best quality. What’s more, its function on irrigation, blood control and tourism should be fully carried out to make the best comprehensive effects and its demonstration function be expressed on completing its accessory facilities and opening-up demonstration work.
