How can Chenzhou reach the target of “stable increase & upgrading harmony” under the high downward economy pressure? On September 25, Xiang Lili- Secretary of Chenzhou Municipal Party Committee took an investigation on finance work and emphasized during the trip that relative departments should analyze practical conditions in order to effectively carry out all the measures and ensure the annual task of tax in the fourth quarter.

Xiang led his team to the three stops such as Chenzhou municipal local taxation bureau, Beihu branch of Chenzhou national taxation bureau, and Chenzhou finance bureau. At the end of September 20, 2012, the general finance revenue hit 12.19 billion yuan and the general budget were 8.44 billion yuan with an increase of 23.6% and 39.7% separately. Concerning the earlier 8 months’ general finance revenue, Chenzhou ranked third in Hunan province while second among the 5 adjacent cities (Hengyang, Yongzhou, Ganzhou, Shaoguan, Chenzhou). The general budget was 17.2% higher than the average level of Hunan province, which enabled Chenzhou to be the top one among Hunan province and 5 adjacent cities. Though Chenzhou has gained such good results in the past 8 months, yet it is still facing high pressure of the downward economy trend.

Xiang Lili pointed out that under this complicated micro economy condition, Chenzhou finance and tax departments at all levels should keep on the annual targets with various measures to ensure the increase of finance and development of economy. 

Xiang also required that the “stable increase and upgrading harmony” should be reflected on the increase of economy and finance revenue. In the next step, all the finance departments need attach much importance to the following issues. First, keep trying to fulfill the annual finance revenue target of 18 billion yuan. Second, keep handling different measures with high technology. Third, keep focusing on clearing tax income for real estate projects, buildings, and transferred enterprises. Forth, keep fighting for the inspection of special enterprises and tax evasion issues. Fifth, keep carrying out relative mechanisms, evaluation, supervision, implementation of rewards and punishments.

Xiang added that the other departments should work together with the finance departments and contribute much more to the tax revenue work.
