In order to establish the “national forest city”, Chenzhou municipal party committee and Chenzhou government has issued series of new policies.

“Carbon sink forest” is initiated

According to “administrative measures for the implementation of voluntary tree-planting in Chenzhou city ”, Chenzhou municipal leaders, top leaders of Chenzhou counties, subordinate departments and communities involve themselves in planting or donate money to plant the “carbon sink forest”. The quantity of trees or the money donated should match the official cars they used. There are 3mu plants for the car with less 1.8L displacement, 4mu for 1.8-2.5L, and 5mu for above 2.5L. If donating money, 300 yuan is equal to one mu plants. Besides the civil servants, the private car owners are encouraged to do that as well.

No cutting for 5 years

Chenzhou started the five- year no cutting from August 1, 2012 to July 30, 2012 to ensure that Chenzhou forest areas can reach 19 million mu with the greening rate of 97% more. It would be further divided into the complete no-cutting area, limited no-cutting area and developing area during this period.

Voluntary tree planting

According to “administrative measures for the implementation of voluntary tree-planting in Chenzhou city”, the male citizens aged 11-60 and female aged 11-55 (except the disabled people) need plant 3-5 trees or do 3 working days’ corresponding greening work voluntarily every year.

In order to guarantee the establishment work, there are strict forest fire prevention accountability measures issued by Chenzhou municipal party committee and government. According to the measures, the county/district government chiefs should be resigned to assume responsibility if more than 330 hectare forest suffered from fire per year. The county chiefs should be dismissed or punished if more than 100 hectare forest suffered from fire one year.
