57100 new employment population and 414.98 kilometers of rural highway

It was learned from tangible thing assessment office of Chenzhou government that 11 tasks among the 17 targets for Chenzhou “100 well-being projects” fixed by Hunan government have been fulfilled till now. The tasks were concerned for the rural highway construction, new town employment, yearly support standards and indexes of rural five guarantees etc..

Chenzhou municipal party committee and Chenzhou government keeps doing tangible things to improve people's livelihoods, promote the harmony, and accelerate the development. There are 17 indexes issued to Chenzhou city by Hunan government concerning tangible issues in this year. Chenzhou government added another 83 items and forged Chenzhou “100 well-being projects”. Despite the difficulties of capital collection on the well-being projects, departments at all levels adhered to the principle of “government-oriented, multi-input" to increase the financial investment and find more capital collection methods. All the capitals concerning the well-being projects were strictly managed to embark them on fixed projects. From January to August, 5.247 billion yuan financial capitals and 6.568 billion yuan credits, self-financed and other funds were paid to the well-being project, which greatly support the well-being project construction.

Chenzhou tangible thing assessment office adhered to the scheduling system of regular meetings every month and paid close attention to the supervision and handling of tangible things. The office carried out some mechanisms to supervise the projects, like ten-day spot checking, monthly scheduling bulletin, combined regular and emphasized supervision, notification card issuing for projects behind schedule, notice or interview for weak rectification units, etc.. All the mechanisms handled out will be taken account into the assessment record. Till the end of August, 8 regular meetings were held for the “100 well-being projects” and 7 notices and 4 notification cards were issued to relative projects, which significantly promoted the improvement of Chenzhou “100 well-being projects” .

Series of measures promoted the progress of Chenzhou city’s “100 well-being projects” and benefited masses of urban & rural people. Currently, 414.98kms rural road construction has been completed, accounting for 123.9% of the target task. 12,628 rural dangerous houses have been transformed, representing 129% of the target task while the commencement of township nursing home was 100%. The annual actual support standard for rural five guarantees reached 2,171 yuan a year, or 108.6% of the target task. 776 rural libraries were newly constructed, accounting for 118.3% of the target task. New urban- employed population increased to 5.71 million people, representing 110% of the target task. The actual rural minimum living standard per capita level amounted to 226.01 yuan, 101.8% of the target task. Social endowment insurance of urban and rural residents achieved 100% coverage.
