From the beginning of this year, in order to strengthen the supervision of government procurement budget, Jiahe county government innovated a pilot method named as “preliminary assessment of government procurement projects”. Till now, 8 large budget procurement projects have tried this method and helped to subtract the procurement budget of 14.59%.

It was introduced that the county government procurement office found during their investigations that the procurement budget is mainly confirmed by the average value counted according to the submitted budget prices of all members. Following this subjective way, the procurement budget work was often hindered due to the unreasonable procurement budgeting.

In order to confirm the government procurement budget value with a more scientific way, Jiahe County innovated the way of “preliminary assessment of government procurement projects” and launched it at the beginning of 2012. It was followed with the specified processes as below: first, drafting the procurement budget value and scheme by relative units; second, selecting 1-3 relative experts in related project fields from the assessment experts data under the supervision of staff from Jiahe county Discipline Inspection Commission and Supervision Bureau; third, handling the preliminary assessment of government procurement budget price and scheme and submitting the “assessment report” by the experts; finally confirming the final budget by county Financial Department and Discipline Inspection Commission.

With this method, Jiahe County successfully saved a great many of budgets. According to the statistics, from January to September, Jiahe County fulfilled 98.04 million yuan of government procurement, saving 13.17 million yuan with the rate of 13.4%.
