What is “building overall well-off society” in Eye of Chenzhou People

As it is mentioned in the report of 18th National Congress of CPC, the ambitious goal of a well-off society in an all-round way would be fully completed in 2020.

 

Compared with the report of 16th National Congress of CPC, this one made the well-off society goal not just as a flexible indicator to be built but as a rigid requirement to be fulfilled. A beautiful blueprint of an overall well-off society was painted for all Chinese people.

 

Recently, reporters visited many people from different levels like ordinary people, economic experts, academics and party secretaries of counties and towns to learn their different understandings toward well-off life.

 

The term “well-off” can be sourced from “the Book of Songs”. It means good life with enough food and happy work in ancient people’s minds. But what does it mean for modern society people? Maybe you can get thousands of answers from different people.

 

Let’s see what’s “comprehensively well-off” in the mind of Chenzhou people.

 

Everyone observes law and discipline and gets away from low tastes.

Liu Xu, 28 years old, a civil servant

Liu Xu was born on 1980s’ with high education. He attaches more attention to spiritual life on the understanding of well-off life.

 

“The well-off society should not be constrained on material life level, but cover the upgrading of cultural quality and morality level.” Liu commented. He considered that along with the development of society, people would get more legal system awareness and obtain higher education to upgrade their quality. All of these can help people behave more civilized and legal.

 

Meanwhile, along with the improvement of life, people would pay more attention to reading, tourism, sports and other healthy life styles, which can help us to get away from the low taste habits like gambling and excessive drinking. Liu also hoped that there would be more libraries, music halls and other cultural places available in Chenzhou city to make people’s life more colorful.

 

There are no special standards to well-off life, just to be better and better.

Chen Bingwen, 43 years old, an electrician

 

Chen Bingwen is from Zixing city and works as an electrician for 25 years. Because of the low income, he could not afford to buy an apartment but hired a 20 square meters of house to live together with his wife and three children.

 

In the current 2 years, thanks to the favorable policies implemented by Chenzhou municipal party committee and Chenzhou government, Chen moved to a low-renting house. Now he finds a new job in a trading company with better salary, which enables his life to be better.
Chen has no idea of the content of 18th National Congress of CPC report, but he is looking forward to the well-off life. For him, there are not any special standards to this well-off life, but just to be better and better, just like he said: “now I am much better than what I use to be 8 years ago, so I feel very satisfied.”

 

Everyone can get a good job

Cao Yi, 22 years old, a current graduate

 

Cao was graduated from university this June. But after taking different exams, and interviews, he still can’t find a proper job.

 

“The house, employment and marriage are heavy pressures on our shoulder.” Cao complained. What is even worse is that more enterprises prefer to hire a worker with some job experience than the current graduates.

 

In Cao’ opinion, a well-off society is that everyone can get a good job with a deserving salary, which can afford the daily life and spare life.

Ten rigid indicators of a comprehensive well-off society

 

According to a file delivered by Hunan Provincial Bureau of Statistics in 2006, there are following 10 characteristics for a comprehensive well-off society:
First, per capita gross GDP reaches USD3000, which is the fundamental symbol of the comprehensive well-off society; second, per capita disposable income of urban residents must achieve 25,000 yuan; third, per capita net income of rural family climbs to 8000yuan; forth, Engel coefficient is lower than 40%; fifth, urban per capita housing area is more than 30 square meters; sixth, urbanization rate is up to 50%; seventh, the computer popularizing rate of family is about 20%; eighth, the college enrollment rate reaches 20%; ninth, there are 2.8 doctors available for every 1000 people; tenth, the minimum living allowance rate for urban residents is more than 95%.
