It was learned from the working forum of water conservancy revolution and development after the inspection of Chenzhou Municipal CPPCC that the three revolutions of water conservancy- water conservancy investment and financing mechanism, water resource management mechanism and basic level water conservancy service system obtained a quite good result.

Last year, the 55th president conference of third committee of Chenzhou municipal CPPCC passed “the proposal of accelerating the revolution and development of water conservancy for Chenzhou Municipal Party Committee and Chenzhou Government. ” On the proposal, it is recommended that Chenzhou city should accelerate the promotion of water conservancy financing mechanism revolution, establish the water conservancy financing Co., Ltd. to accelerate the water resource management mechanism revolution and establish Chenzhou Water Authorities to accelerate the promotion of institutional restructuring of rural water stations and perfect the grassroots water conservancy service.

The three water conservancy revolutions have being promoted in this year. Concerning the water conservancy financing mechanism revolution, Chenzhou government formed a management mechanism of water conservancy construction capital collection and usage. 49.47 million yuan construction capital was implemented on water conservancy projects in 2012. Meanwhile, the revolution pilot working of water conservancy financing platform was carried out on Anren county and Rucheng county. As for the water resource management mechanism revolution, Chenzhou Editorial Committee has submitted “application on establishing Chenzhou Water Authority to carry out unified management of Chenzhou water issues, and instructed Linwu county, Suxian district, and Jiahe county to establish water authorities. With respect to the basic level water conservancy service system revolution, Chenzhou government efficiently guided and promoted the revolution of rural water stations to steadily boost the construction of WUA. Now 156 WUAs (short for Farmer water-consumer association) have been established in Chenzhou city covering 97220 mu irrigation areas.
