“To implement the spirit of 18th National Congress of CPC, Beihu district should be built to be a charming, powerful, ecological, opening, and happy Beihu.” “To implement the spirit of 18th National Congress of CPC, Suxian district should be built to be an ecological civilized demonstration district first.” Different from the patter of the past, in which reports were presented to spread the spirit of conference, Xiang Lili- Secretary of Chenzhou Municipal Party Committee innovated new patterns such as communication, interchange, dialogue, and others to carefully implement the spirit of 18th National Congress of CPC to Beihu and Suxian district on November 20, 2012.

Chenzhou city raised a climax to study the spirit of 18th National Congress of CPC after municipal leaders conveyed the spirit by holding various conferences. But there are so many people and teams with different requirements. If following the same way, it could never meet their demands, so the government tried different patterns accordingly.

In this April, after holding the promotion conference of “another three years for creating new refulgence”, Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City led teams composed of principals and subordinate departments to make investigation on site and solve the problems directly. On November 20, 2012, the team led by Xiang Lili, started the work of promoting the study and implementation of 18th National Congress of CPC in Beihu and Suxian district. Xiang Lili will take one week off to visit 11 counties of Chenzhou city and the industrial parks to communicate with the residents face to face, guiding the implementation work and solving the problems hindering in the way of economy development. Meantime, Xiang and his team will collect more ideas on promoting the economical and social development of Chenzhou city during these trips.

It was learned that propaganda teams would be allocated to different counties and industrial parks to learn more practical conditions of project construction, enterprises workshops, rural poverty- stricken areas and families to solve their problems, improve enterprises’ development and perfect cadres’ working style accordingly.
