Member of Hunan Provincial Party Committee Standing Committee and Minister of Hunan Propaganda Ministry- Xu Yousheng took an investigation trip to Chenzhou city on November 22, 2012 on Chenzhou’s work of cultural facilities, the demonstration sites of new rural construction, undertaking industrial transfer, etc.. Secretary of Chenzhou Municipal Party Committee- Xiang Lili, Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City- Qu Hai, member of Chenzhou Municipal Party Committee Standing Committee and General Secretary of Chenzhou Municipal Party Committee- He Wenjun, member of Chenzhou Municipal Party Committee Standing Committee and Minister of Chenzhou Propaganda Ministry- Zhou Yingchun, and Deputy Mayor of Chenzhou City- Zhang Xihui accompanied Xu for this investigation.

There are 2 districts, 8 counties and 1 administrative city in Chenzhou city with the area of 19,400 square meters, and population of 5.06 million. From the beginning of 2012, on the basis of Chenzhou practical condition, Chenzhou government presented the general requirement of “another three years hard work for new refulgence” and confirmed the general concept to further promote the scientific development. In the first nine months of 2012, Chenzhou GDP amounted to 104.90 billion yuan, up 12.3%, ranking second in Hunan province; in the first 10 months of 2012, Chenzhou scaled industry added value reached 61.5 billion yuan with an increase of 18.7%; general financial revenue was up to 14.26 billion yuan, among which 9.74 billion yuan belonged to general budget revenue, up 16.1% and 25.5% respectively.

Chenzhou cultural activity center was the first stop for Xu Yousheng’s investigation trip. It was completed in August, 2009 and opened to public at the same time. On the trip to visiting library and exhibition halls of museum like historical relics display, the Western Jin Dynasty bamboo slips display, ice disaster resistance display, etc., Xu studied specified details of them. After that, Xu visited Xiangnan Revolution memorial hall, Xihe beach park of Suxian district, Zixing tourism cultural street, etc. and carefully learned the conditions of construction and service quality on public cultural facilities.

Thanks to the new rural construction, Heping village of Suxian district made a great change from its poor infrastructure condition, weak economical condition, and low income of farmer condition. After seeing the changes in the village, Xu gave it a high evaluation. While visiting GOSPEL, Delta and some other enterprises, Xu carefully listened to the product research and development of the company and their marketing conditions. Xu encouraged the enterprises to strengthen their innovation skill to upgrade their market competitiveness.

During the investigation, Xu Yousheng pointed out that it was the key political assignment to study, propaganda, and implement the spirit of 18th National Congress of CPC under current situation. All the departments should follow the central and provincial requirements to carry out the spirit and keep the development forward.

Xu Yousheng stressed that departments in charge of the publicity of ideology and culture should pay attention to both the propaganda work for public and for themselves. Departments at all levels should follow the strategic arrangement of the 18th National Congress of CPC on establishing a socialist country with strong cultural power to promote the cultural development, accelerate the construction of province with strong cultural power, and provide the scientific development with the powerful ideological support and sound cultural condition.
