Compared with the local residents’ grey houses, the newly built migrant villages in Xianghua village, Zixing city look even beautiful.

It was specified as the first batch of concentrated resettlement site for hedge relocation project of Dongjiang reservoir in Zixing city in late 2008. When coming to check the relocation site, Li Guangming, one of the migrants, was not impressed by anything because the sites were full of fruit gardens and barren lands.

But when Li Guangming came here again after half and one year, he was surprised to see such beautiful buildings, greening gardens, wide roads, etc..

Li used to live in an area with severe geological disasters especially after the two severe floods happened in 2000 and 2006, and his living area was almost collapsed in the floods.

But now, it is completely different from earlier years with such a beautiful living condition. Li can’t stop his excitement to talk with reporters: “Many thanks to the premier; it is his help that makes our settlement dream come true!”

This is the true words for Li Guangming, as well as for the migrants of Dongjing reservoir project.

There is an ancient Chinese saying: “For the one who concerns greatly for people, people would return him back for what he did.”

The Party Central Committee and the State Council paid special attention to this migrant project of Dongjiang reservoir. According to the instruction stated by Premier Wen Jiabao and Vice Premier Li Keqiang in February 2009, the resettlement project of Dongjiang reservoir was officially launched.

“There are no similar projects available in China to handle such big scale resettlement, so we have to find a practical way by ourselves.” Such kinds of projects pushed deciders of Chenzhou Municipal Party Committee and Chenzhou Government to find new solutions and challenged Zixing Party Committee and Government coverage to handle it well.

The key point of the resettlement project was the demand of people.

Zixing government figured out specified plans on the basis of people’s demands, like the general and specified implement measures of resettlement, annual plans, relocation building construction, infrastructure construction, real estate comprehensive development, etc..

At the same time, the levels of working mechanisms were set up accordingly with 70 working teams of 1000 party members to handle the detailed work.
According to different demands of people, Zixing government innovated different resettlement ways to meet different demands.

The key point of the resettlement project was fairness.

On the process of project implementation, Zixing city handled all the issues under sunshine to ensure the trust of people. All the entrust construction contracts were legally and confirmed signed by the relative people, then they would be forwarded to the responsible county to handle them.

The key support of the resettlement project was project quality.

The quality supervision department was set in Zixing County with the staff from quality supervision station, Supervision Company, and migrants. Each project followed a specified working plan, was charged by one principal, and was handled by one working team to ensure the project design, quality, implementation, and capital management. Meanwhile, the building council was formed with representatives selected from the migrants to handle supervision and management issues of the projects.

The resettlement project was carried out with the unified ideology, target and action, which fully practiced the promise to the Premier.

Taking the selection of sites for Bailang and Chukou migrants for example, because the migrants were not satisfied with the sites, the cadrese accompanied the migrants to check many sites till they finally chose a suitable one.

Taking the migrant village of Dongjiang town, which covers 39 migrant families of 139 people for example, in order to make sure its construction process and ensure migrants can move to new houses on time, the cadres who were in charge of this village project went for the site 3-4 times every week to check its construction situation.

Now 75 concentrated resettlement sites are established in the bank of Dongjiang River and 95% of the migrants are settled down in new houses. All the migrants sincerely appreciated that the Premier helped to make their settlement dream come true.
