Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou government visited Chenzhou Human Resources and Social Security Bureau and took an investigation on Chenzhou city’s human resources and social security work.

Qu Hai expressed his warm regards to the staff on the arrival of the bureau and highly affirmed their hard work. He also required that the staff should provide the enthusiastic, patient and thoughtful services to all the citizens in need.

After listening to the working reports of the bureau, Qu Hai pointed out that the bureau took the responsibility on the promotion of employment, social security, labor arbitration and some other issues concerned about well-being. Its work is directly related to the local economy development and society stability. In recent years, the bureau has done a good job in employment service, social security, right protection, talent introduction, etc., which played an extrude contribution to the promotion of Chenzhou scientific development of economy and society.

Qu Hai pointed out the report of 18th National Congress of CPC required the higher quality employment should be promoted and an integrated urban and rural social security system should be prompted as well, which was a new requirement for the work of human resources and social security work in the new period. All the relative departments should grasp the new trend of human resources and social security work by trying to create a new stage, extend the employment with different methods, perfect the public service system by providing a strong employment support for Chenzhou “two-oriented” society construction and development of undertaking industrial transfer and industrial park economy. Besides, a more perfect social security system needs to be established and the coverage of the system wants extending with the aim of upgrading the social security service level, carrying out the social security activities at the end of the year and solving the practical problems of poverty- stricken people. In addition, people involved should forcefully carry out the talent work with a sound talent introduction plan to provide the talent support for further development of Chenzhou economy and society, and actively establish harmonious and stable labor relations to protect the rights of both employees and employers, especially for rural migrant workers.

Qun Hai emphasized that a new round of revolution was about to start after the 18th National Congress of CPC, and new requirements would be allocated for relative departments. Chenzhou Human Resources and Social Security Bureau should follow the spirit of 18th National Congress of CPC to accelerate the transformation of function, enhance the construction of public service systems to provide more public serving products, innovate working methods on the basis of current condition to discover new ideas, new mechanisms, and new measures to contribute to the further development of economy and society.
