Luo Qing- Deputy Ombudsman of Rectifying Office of the State Council led an inspection group of State Council Joint Conference with the aim of reducing farmers’ burdens and visited Chenzhou city recently. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the debriefing conference.

Chenzhou city has the agricultural population of 3.71 million and cultivating areas of 3.36 million mu. Chenzhou rural economy income amounted to 24.8 billion yuan and the farmer’s per capita net income hit 6230 yuan. From the beginning of 2012, in accordance with the spirit of Hunan provincial policies on reducing the burdens of farmers, Chenzhou government carried out a deep transformation management on farmer’s burdens with forceful supervision and examination, which gained remarkable effects. Meanwhile, mechanisms concerned for farming charges, rural subscription, the supervision of farmer’s burden, accountability of farmer’s burden cases, online financial affairs, public information, and favorable subsidy information, etc. were implemented well. It enables no malignant cases related to farmers happen in Chenzhou city in the continuous 12 years.

Qu Hai stated on his speech that according to the Central Party Committee and the State Council, Chenzhou had conscientiously implemented a series of favorable policies on lighting farmer’s burdens and had already achieved remarkable results. The overall burden of farmers in Chenzhou city was reduced continuously and the income of farmers in Chenzhou city increased gradually.

Qu said, Chenzhou government will follow the requirements listed by Central Party Committee and the State Council to further strengthen the implementation of relative policies and make all farmers benefited. Chenzhou government will further strengthen the supervision of public opinions, media and people to handle the cases concerned with farmers, further strengthen the force on the construction to perfect the implementation of mechanisms, further strengthen on the task of lighting the burden of farmers to promote the equalization of basic public services and grant more benefits to farmers.
