Qu Hai Investigates Guiyang and Zixing

Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City- Qu Hai investigated Guiyang county and Zixing city on December 3, 2012. Qu stated that both the two counties should conscientiously study and implement the spirit of 18th National Congress of CPC and make the targets set for 2012 fulfilled and the new plan of 2013 started. Besides, both the two counties should accelerate the transformation of development mode with the aim of improving the county economy to be stronger and bigger and becoming “two wings” of “two-oriented society” demonstration belt of Chenzhou-Zixing-Guiyang.

Qu Hai visited Guiyang in the morning and learned construction details of projects like Hualushi project, reconstruction of Chengui road, new rural construction of Zhenghe town, Guiyang industrial park, etc.. When Qu and his team arrived at tobacco base of Haotang town, workers were busy on land consolidation project of basic tobacco lands. That project was listed in key project range of Hunan province mechanization promotion with 9720mu areas. Once finished, its mechanization rate could be over 90%, which would greatly help to reduce farmers’ labor intensity and cost. Qu highly affirmed this new mode and required that Guiyang County should be guided with the spirit of 18th National Congress of CPC to accelerate land consolidation and scaled operation, promote mechanization, scale and standardization of agricultural production, and make full use of agricultural professional cooperatives to upgrade agricultural efficiency and increase farmers’ income.

Qu and his team arrived at Zixing city to continue the investigation. Qu learned more details of key projects like Zixing forestry shantytown reconstruction, decentralized coal mines shantytown reconstruction, Jiangbei industrial park, fifth Zixing industrial park, etc.. Qu also visited the concentrated settlement of migrant hedge relocation, learning the villagers’ current living condition. Qu Hai stated that the government would continue to do a good job with a high sense of responsibility and mission to create a good production and living environment for immigrants, and ensure them to live and work in peace and contentment.

During the investigation, Qu also pointed out that Guiyang and Zixing were the “two wings” of “two-oriented society” demonstration belt of Chenzhou-Zixing-Guiyang and leaders of Chenzhou counties on economy development. Both the two counties should be guided with the spirit of 18th National Congress of CPC to enhance project construction, figure out the reasonable industrial arrangement, promote the urbanization and ecological civilization construction, keep the high quality and efficiency on fast development, and improve together on the “two-oriented society” demonstration belt construction. Concerning the work of next step, both the two counties should be driven by the spirit of 18th National Congress of CPC to carry out current work and ensure all the targets set in 2012 to be fulfilled, and work out a new- year plan on the basis of practical condition with the purpose of achieving more new breakthroughs and making more contribution to the leap development of Chenzhou city.
