It was learned from Chenzhou Municipal CPPCC that 318 proposals were collected after the 1st session of forth Chenzhou Municipal CPPCC. Among them, 313 proposals had been put into record, and 105 proposals have been forwarded to relative undertaking departments. Till the end of November, all the proposals were handled with 100% handling rate and 60.38% implementation rate.

It is introduced by Chen Changyuan-Director of Proposal Office of Chenzhou Municipal Party Committee that the proposals submitted this year are much more compared with the previous years for they are rich in content, true in action, deep in research, forming a batch of proposals with service-oriented development, cultural city of service, service improvements of people's livelihood, with a larger reference value proposition. On the other hand, the handlings of proposals turn out to be stronger, practical and effective.

The “year of proposal upgrading” activity is deeply handled out by Chenzhou Municipal CPPCC this year. It strengthened the work on supervision and implementation of high quality proposals and realized the proposals to be transferred with practical effects on the improvement of economy and well-being. For example, “suggestion on establishing environmental protection and compensation mechanism of Dongjianghu river” was put into operation with combined efforts of national, Hunan provincial, Chenzhou municipal and Zixing county CPPCC; the environmental protection and compensation mechanism work of Dongjianghu river was supplemented as the “one lake, one policy” pilot of the state lake comprehensive ecological improvement and the 6 counties related to Dongjianghu river area were covered in “the state disaster prevention and control plan”.
