Financial work meeting of Chenzhou city was held on February 28, 2013. As required by the conference spirit, more financial supports should be placed on well-being projects to promote the public service equalization and establish the long term mechanism of well-being condition guarantee and improvement. Concerned for the financial revenue, capital management and financial management, all of them were required for focusing on some emphasis as quality and benefit, tracking and performance, and service accordingly. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city attended the meeting and delivered an important speech there.

Qu emphasized that all the departments should be confident to fulfill the annual financial revenue target. As required by the economy working conference of Chenzhou Municipal Party Committee, the annual general financial revenue and budget revenue should be increased by 15% (striving for 20%) with total amount of 20 billion yuan. Such target was set on the basis of Chenzhou city’s practical condition which can be successfully reached with all the departments’ efforts.

Qu also required that the quality of the increase of financial revenue should be improved, such as the structure of financial revenue should be optimized with some breakthroughs on financial resources construction; more measures should be applied on the legal collection and management; and more quality control should be placed on the evaluation of lower financial departments.

More requirements also stated on the improvement of the quality of scientific financial management, such as financial control, financial inspection and financial revolution issues should be paid high attention to.
