Followed with the relative spirit of the State, a special monitoring action on the implementation of “seven rules on security protection of miners”was carried out by the State Administration of Coal Mine Safety (SACMS) in 26 provinces and districts. Currently, a special monitoring group led by Yan Zhengwen- Member of Party Group of Sichuan Provincial Coal Mine Safety Bureau took an executive supervision in Chenzhou city.

It was mainly for the supervision of implementation of the “seven rules”, production and hidden danger treatment of the state-owned coal mines, rectification and reformation of the suspended production mines, and inspection and approval for the re-production mines. Yan and his group visited some key mines of Chenzhou city. In the debriefing held after their investigation, Yan highly approved the safety work of mines carried out by Chenzhou city.

It was introduced that Chenzhou government paid high attention on the propaganda and study of the “seven rules”after it was released to the public. Some special actions on the mine work were combined with the implementation of the rules, which greatly help to ensure the effectiveness of the safe production of the mines.

Some problems especially hidden dangers were discovered on the process of the special group’s inspection. It was suggested by the group that more input should be placed on the safe production of the mines to upgrade the safety condition, especially the input on the six self rescue systems construction as supervision, personnel location, communications, emergency, forced air self help , and water supply rescue.

Some leaders of Hunan Provincial Coal Mine Safety Bureau and municipal leaders of Chenzhou government accompanied Yan with this investigation and attended the debriefing as well.
