Hunan county economy working conference was held in Chenzhou city on August 29, 2013. Rural production work for this autumn and winter was laid out on the conference. 

Generally speaking, autumn and winter work arrangement of rural production would be laid out in September or early October. But because of the severe condition encountered this year, the rural production work was discussed one month earlier on this conference.

According to the arrangement, the key production targets for this autumn and winter were as follow: 10 billion yuan should be placed on the water conservancy construction and more than one million of these projects should be launched; 42 million mu crops should be planted, 10 million of which was for vegetables and 3 million mu for winter grain crop; over 6 million mu afforestation should be fulfilled in this winter and next spring, 35.3 million mu of which was artificial afforestation and 24.9 million was closed for afforestation.

It was with stable development of Hunan province agricultural industry and rural area in the first half year. Early rice production and farmers’ income were with increase. Though such sound achievements were reached in Hunan province, some new situation, problems and challenges were got into the way of its further development. Such as the cadmium contaminated rice, increasing rice of pork, bird flu, severe drought and flood, and other issues caused great loss for the agriculture industry and farmers.

Especially 30 million mu of crops were suffered from the severe drought, some of which were even with total crop failure. Though there was still 10.7% increase for rural people’s income compared with last year, its increasing rate was 4.1% lower. It was significant to handle out the production work in the second half year to fulfill the annual task, especially the autumn and winter production. It was estimated that 300 yuan more per capita income would be gained if the crops were cultivated well in the coming seasons.

On the basis of current condition of agriculture and rural area, it was required on the conference that all the departments should place much more attention on the autumn and winter production to ensure all the annual tasks can be fulfilled on time. Because of the increasing price of pork, vegetables, aquatic products and some other main agricultural products, farmers were with high activeness to carry out the production. All the departments should grasp this sound condition to mobilize and guide the farmers to carry out the production and ensure the fulfillment of autumn and winter production tasks.
