It was learned from Chenzhou Transportation Construction Quality and Safety Supervision and Management Department that Chenzhou city’s highway projects under construction was ranked the first place of quality supervision of Hunan province, while supervision safety ranked the fifth place. In the first eight months of 2013, Chenzhou city’s transportation projects were under control with a 100% safety supervision rate and qualification rate.

Chenzhou Transportation Construction Quality and Safety Supervision and Management Department was in charge of series projects’ safety supervision and management in 2013. Such as Chenyong avenue and other 18 projects of “twelfth five-year plan” covering 333.7km, Guidong section of S322 and other 3 reconstruction projects of “eleventh five-year plan”covering 73.841km, 11 big bridges projects, some other middle sized bridges and dangerous bridges, etc.

To ensure all the management work to be handled out well, some management measures were issued by the department to enhance the construction of quality supervision and management work and improve the credit assessment of construction units and their staffs. In this July, “Regulations of Chenzhou Transportation Construction Projects’ Quality and Safety Supervision Management” was released by Chenzhou Government. This regulation was the first regular file concerned for the enforcement details of the transportation construction quality and safety supervision department issued with the name of government in Hunan province.

At the same time, 5 special actions as safety year, safe construction site construction, etc. were carried out by the department. Some measures as comprehensive examination, regular supervision, special examination, etc. were handled out to check the quality, safety, cost and other aspects of the projects. More attention was placed on the supervisory systems as application for quality and safety supervision, rectification for quality and safety supervision, and application for project approval. At the meantime, security risk mortgage, security risk assessment and safe construction site evaluation were fully promoted by the department. All those measures helped to form an efficient quality assurance system worked together by government, project owner, society and the relative enterprise. Till the end of this August, with the efforts of the departments, more than 30 potential safety hazards have been eliminated, which was greatly helpful to ensure the safety and quality of the construction projects.

Compared with some other project, much more bridges were required for Chenyong avenue construction, which was much more difficult. In order to handle out the project well, some advanced technologies were applied to it. Furthermore, some more new warehouses were built in some projects to guarantee the good warehousing condition of materials and make sure the safety and quality of projects.
