It was reported that a television and telephone conference for regulation of rural housing management was held in Chenzhou city on Oct. 10, 2013. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized that regulation of rural housing management was an important entry point for overall development of urban and rural areas, so all the departments should try best to implement the deployments of the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City delivered a working report on the conference. Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee presented “guidance on regulating the rural housing management”(short for “the guidance”).

In order to solve the problems for the disordered housing situation, “the guidance” was released by Chenzhou government to regulate the rural housing management. All the counties and districts should follow the guidance to figure out specified implementation solutions. According to the guidance, all the new houses should meet following six requirements: construction plan, approval procedure, standard schematic draft, greening, inspection and acceptance, and punishment and reward measures. One demonstration area project with more than 50 houses should be launched in all counties and districts.

“To regulate the rural housing management is an important issue for overall development of urban and rural areas, promotion of rural legal construction, upgrading of rural development level and construction of beautiful Chenzhou city. It is a significant groundwork as well.”said Xiang Lili on the conference. He also stated that all the departments should pay much more attention on handling the regulation work of rural housing issues with different legal, administrative and economical measures.

Xiang said that it was a largest scale conference in Chenzhou city’s history to discuss the regulation of rural housing management, all the deployments figured out on the conference should be implemented forcefully. To handle out the regulation work well, a specified planning should be worked out firstly and followed strictly by the departments. At the meantime, the approval work should be handled strictly. Furthermore, the supervision work on regulating rural housing management should be upgraded to discover and solve the problems at the first step.

“Six reform pilot issues on overall development of urban and rural areas were launched by Chenzhou Municipal Party Committee and Chenzhou Government. Regulation of rural housing management was one of the most important issues among them and was implemented firstly.”said Qu Hai. He also stated that all the departments should be with unified idea on the importance and urgency of the regulation of rural housing management. It was not only the key content for overall development of urban and rural areas and construction of beautiful Chenzhou, but the intrinsic requirement for implementation of urban and rural planning law and cultivated land protection system as well. Furthermore, it was a significant measure to protect rural people’s profit and help the rural people to share the bonus of reform.

Qu stated that key points should be highlighted to handle the regulation work. Scientific plan should be figured out on three principals. Approval procedures should be regulated to optimize the service. Enhanced supervision should be implemented to reach better effect. Innovative mechanism should be improved to carry out the guidance.

Qu said, strengthened measures should be handled to ensure good effects to be reached on the regulation work. At the meantime, intensified leadership should be formed to handle the propaganda, accountability and assessment work.
