It was learned from Chenzhou government that some special actions for the promotion of urban infrastructure construction would be carried out in Chenzhou city. Enhanced efforts would be placed on 10 key projects as follow: government-subsidized housing, construction of sewage treatment facilities and supporting pipe network, drainage of urban waterlogging, bio-safety disposal of household garbage, urban water supply capacity, urban gas, urban comprehensive transportation system, urban and rural ecological condition, historical and cultural resource protection, and livable rural construction.

People would benefit greatly from these ten projects. 2 million square meters shantytowns of Chenzhou central area would be improved in 5 years; 10,072 suits of indemnificatory housing would be completed from 2013 to 2015; urban villages of Chenzhou central area would be renovated before 2020; and 80,000 dangerous rural houses would be transformed from 2013 to 2017, guiding rural residents to build new south Hunan folk style houses and promoting centralized residence to upgrade their happiness index.

At the meantime, infrastructure facilities construction would be further improved in central area of Chenzhou city. The second and fourth sewage treatment plant would be constructed, covering 495kms sewage pipe network. It was estimated that the sewage treatment rate of central area would be over 90% in 2015 and over 95% in 2020. Bio-safety disposal capacity of household garbage would be upgraded as well. A waste incineration power generating facility with the processing capacity of 700tons household garbage would be established in Chenzhou city.

All people complaints for the waterlogging during the flood season. In order to solve this problem, 820 pipe network would be newly constructed or renovated in Chenzhou city and some transformation projects for Chenjiang river, Tongxin river, Donghe river, and Xihe river would be carried out at the meantime. Till 2015, drainage network for the new urban area would be followed rain and sewage diversion way and more than 30% drainage networks for the old urban area would be renovated. Till 2020, the project would be covered for the whole urban area and all drainage networks.

Followed with the unified deployment of Chenzhou Municipal Ministry of Housing, more than 30 towns and villages as Shigaitang, Qiaokou, Huangcao, Taihe, Meitian, Matian, Shatian, Anping, Jinjiang, Xinglang, Reshui town, etc. would launch the projects of livable towns and villages construction to improve their public service facilities and upgrade their ecological construction.
