2014 is the crucial year for Chenzhou city’s implementation of “three-year plan for overall development of urban and rural areas”. It was learned from Chenzhou Municipal Rural Ministry that Chenzhou city would try a new promotion round to find new way for exploration of integration of urban and rural areas in the rural area.

The key difficulty hindered on the way of overall development and reform of urban and rural areas was the breakthrough of concepts and mechanisms. In order to solve this problem, Chenzhou city accelerated its way of reform on urban and rural areas that 4 areas were selected as the pilots areas for running entrepreneurial businesses in rural areas. It was purposely to expand the communication of talents, capitals and resources and promote the reasonable allocation of production factors between urban and rural areas. At the meantime, followed with the example of land stock cooperative operated in Shijiaotang village, Jiahe county, all counties and districts of Chenzhou city were required to try the same pilot work in 1-2 villages.

In order to provide better conditions for farmers to obtain property income, Chenzhou city would carry out the reform of rural property rights system in four pilots as Lanshi village, Dongping village, Dongjiang sub-district office, and Zhenghe town. It was mainly for handling better on rural land contract and management rights, rural collective economic equity assets, rural collective forest land usufruct and forest ownership, indeed ownership rights , registration and certification for rural houses and production houses and exploration of transaction and mortgage financing mechanism.

Furthermore, more breakthroughs would be promoted to the overall construction of Chenzigui and Chenyongyi “great cross” town cluster. Villagers were encouraged to build their new houses in concentrated areas. It was planned to build at least one concentrated construction demonstration area in every town and village, 1-2 demonstration areas of integration of urban and rural areas in every county and district, one Hunan provincial “beautiful county” and 5 more Hunan provincial “beautiful villages”.
