No Increase for Hospitality Spending During 7 Years

It was aimed to decrease 20% on the basis of 2013’s achievements

 

It was learned that a spending control system on hospitality spending was operated in Chenzhou municipal city from 2007, which was the first one of Hunan province. Till now, Chenzhou city kept no increase for the hospitality spending for 7 consecutive years. According to the target set by Chenzhou government, it was aimed to decrease 20% more in 2014 on the basis of 2013’s achievements. At the meantime, an assessment mechanism would be carried out to check the work and release relative ranking list to ensure all units’s expenditures were within the budget level.

 

Followed with the central governments’ requirements of “eight rules”, Chenzhou city kept a strict system to control hospitality spending. In 2013, 22 administrative departments of Chenzhou city were required to release their actual budget and hospitality spending to public in 2014. In 2014, all departments would be covered into this system and were required to release the data monthly within departments and quarterly to public.

 

It was introduced that the average decrease for all administrative departments’ hospitality spending was up to 11.3% in 2013. To achieve better effect, the government regulation funds for the extra spending with the government approval and without approval were charged 50% and 100% higher respectively. All these funds were used for well-being projects. According to the data, the hospitality spending for Chenzhou municipal level departments decreased 22.62% in 2013.
