“Protection for Dongjiang lake regained the attention of the attendants of two sessions.” said Hu Xusheng- Member of CPPCC and Chairperson of Hunan Provincial Party Committee of China Zhi Gong Party who attended the two sessions in Beijing. As introduced by Hu, a new bill concerned for the protection of Dongjiang lake’s ecological condition has been submitted to second session of twelfth CPPCC.

Dongjiang lake is the biggest and best drinking water source of Hunan province, where is the strategic reserve of drinking water for Changsha, Zhuzhou, Xiangtan, Hengyang and Chenzhou city. Dongjiang lake does not only play an important regulator role on the flood and drought control, it is also the important water source for Xiangjiang river, Pearl river and Ganjiang river which are the mother rivers of Hunan province, Guangdong province and Jiangxi province respectively. At the meantime, it works as an important ecological security environment barrier for South China.

Hubiao- President of Hunan Provincial CPPCC and Shi Yuzhen- Deputy Secretary of Party Group of Hunan Provincial CPPCC worked together with Yuan Longping- Academician of CAE and Deputy President of Hunan Provincial CPPCC and some other members of CPPCC submitted the proposal on protection of Dongjiang lake in 2012 in the fifth session of 11th National CPPCC. On the first view of this bill, ministries and commissions of central government paid great attention on it. Currently, Dongjiang lake was enrolled in the eco-compensation pilot list of five key basins and water resources of China and compensation pilot list of 15 national strategic water conservations. 20 million yuan special funds were arranged to support the ecological environmental protection work of Dongjiang lake and the basins around it.

“Though Dongjiang lake’s ecological condition was improved greatly after the protection regulations issued by Hunan Provincial People’s Congress years ago, national level’s supports are also necessary for its further improvement, because the regulations are conflict to local governments’ economic development and people’s increase of income.”said Hu Xusheng. That’s why Hu proposed the bill “further ecological environment protection for the source of Xiangjiang river, the Pearl river and Ganjiang river” in this session to obtain national supports. According to the bill, the achievements on ecological compensation work should be covered in to the assessment of local government; Zixing Dongjiang lake’s experience should be spread nationwide ; diversified compensation methods should be carried out in Dongjiang lake area; and ecomigration project should be handled out in Dongjiang lake area.
