It was learned from office of establishment of national sanitary city that Chenzhou city met the 10 basic conditions well after the self-checking by relative department.
A mobilization conference was held on April 28, 2009 by Chenzhou Municipal Party Committee and Chenzhou Government, which called all Chenzhou people to try best to promote Chenzhou city to be national sanitary city in 3-5 years. Once the establishment project launched, series projects on transportation construction, upgrading of Chenzhou city and other renovation work were carried out by Chenzhou city, which greatly helped to improve Chenzhou city’s environment condition and set solid foundation for the establishment of national sanitary city.

13 special renovation actions were carried out by Chenzhou city in recent years to fundamentally solve some problems affected Chenzhou city’s image. Much more attention was placed on farmers’ market, urban village, joint parts of urban and rural areas, “five small” industries, no management service communities, areas along the railway and highways, banks of the rivers, etc. More investigation members were dispatched to enhance the law enforcement efforts on small restaurants. 1.98 million yuan was placed on the improvement of sterilization and ventilation facilities for “five-small” industries and upgrading of regulated management as well. At the meantime, over 0.2 million yuan was collected by each urban village to improve the environment condition of 171 urban villages and joint points of urban and rural areas. About 20 million yuan was placed on the sanitary renovation work for over 40 no management communities with the help of 43 subordinate departments. Furthermore, some professional cleaning companies were hired to handle the cleaning work and greening work along banks, railway and highways areas.

Concerned for the 10 basic conditions for application of national sanitary city, Chenzhou city’s achievements were as follow (all data was collected till the end of 2013): harmless processing ratio for municipal solid waste reached 100%; harmless processing ratio for feces was 91.6%; concentrated processing ratio for municipal sewage was 90.22%; urban greening rate was 40.20%; green coverage rate was 42.40%; per capita public green areas were 11.06 square meters; and the percentage for days of API≤100 in one year was 84.66%.
After re-examination of Hunan Provincial Sanitary Office, the rate for mouse, fly and cockroach met the national standard well and the density of mosquito was controlled in the national standard as well. Series regulations and policies on sanitary work were figured out by Chenzhou city. No tobacco advertisement for cigarette was available in the urban area. No serious food safety incident and no A and B infectious disease happened in Chenzhou city in recent years. The rate for people’s satisfaction on Chenzhou urban area’s sanitary condition reached 92.4%.

It was stated by the principal of office of establishment of national sanitary city, though great achievements were reached by Chenzhou city, more efforts should be tried in future to enhance the establishment work and forge Chenzhou city to be a livable national sanitary city.
