It was learned from relative departments that “development plan of former central soviet area in Jiangxi, Guangdong and Fujian province published by national Development and Reform Commission”(short for “the plan”) was issued to public recently As mentioned in the plan, supports would be placed on the combination development of 18 counties and cities of Hunan province( 11 counties and cities were from Chenzhou city ); more researches would be placed on studying relative policies for the support of former soviet area in Hunan province; pilot area for economy and trade cooperation between Hunan and Jiangxi province would be established on the basis of relative study; enhanced infrastructure construction work especially the railway and highway construction would be handled out; closer tourism cooperation would be carried out among the counties and cities to forge more fine travel lines; and enhanced poverty relief and development work would be handled out to promote the development of Luoxiao mountainous area and its poverty relief plan.

It was stated in “the plan” that the west development policy should be fully implemented by Ganszhou city and the favorable policies on the development of south Jiangxi province should be well used as well on the basis of the “the State Council’s comments on development of south Jiangxi province and other former central soviet area”. It should follow the west development policies to arrange the central budget investment and foreign favorable loans. Relative departments of the State Council should figure out specified policies and measures and coordinate well with relative special plans to support the areas’ development.

Along with the implementation of “the plan”, Chenzhou city’s industrial structure could be optimized and upgraded greatly to undertake the industrial transfer from coastal area; infrastructure construction could be accelerated to enhance its support on further development; new urbanization could be promoted well to improve the integration development of urban and rural areas; ecological civilization construction could be improved to upgrade its ecological support capacity; and well being condition could be improved to upgrade its public service level. All those could help to promote Chenzhou city’s leapfrog development with more energy.
