Chenzhou City’s Experience on State-owned Enterprise Reform Affirmed by Hunan Provincial Party Committee

“Chenzhou city’s reform on state-owned enterprise was carried out rapidly and thoroughly.” said Du Jiahao- Deputy Secretary of Hunan Provincial Party Committee and Governor of Hunan Province highly affirmed Chenzhou city’s state-owned enterprise reform work on the Hunan provincial working conference on deepening reform of state-owned enterprise. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City delivered a classic speech on the conference. Chenzhou city was the exclusive one to share the reform experience there.

 

In 2009, a target “to fulfill the subordinate state-owned enterprises’ reform in 2 years” was listed by Chenzhou Municipal Party Committee and Chenzhou Government. Followed with this target, all relative departments worked together with the principal of “fast”, “thorough” and “stable” to fulfill it well. All 96 subordinate state-owned enterprises finished the reform and 477,000 staffs of the enterprises were settled down. In this March, Hunan Government issued the notice to praise four cities which well finished the first round of state-owned enterprises’ reform (Chenzhou city ranked the first place among the 4.) Chenzhou Municipal Party Committee and Chenzhou Government carried out different methods to collect 2.442 billion yuan funds to pay for the settlement fees, living costs, and social insurance of the staffs who were covered into the reform, which greatly helped to keep the stability during the reform. All the solutions concerned for the reform were carried out publicly.

 

With the reform, there were 43 state-owned enterprises left in Chenzhou city, but they were with much stronger power on capital, sales revenue and tax & profit. According to the data, all three aspects mentioned above increased from 3.1 billion yuan, 1.2 billion yuan, and 110 million yuan to 12 billion yuan, 11 billion yuan and 1.58 billion yuan in 2013.
