It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted a video and telephone conference on safety production on April 28, 2014. The safety production situation of Chenzhou city was discussed and analyzed on the conference. Qu required that great concern should be placed on the safe development to ensure the safety production condition to be improved better.

According to the data, the safety production accidents of production and operation were with a decrease of 44.4% in 2014. No casualty accidents happened for metal and nonmetal mines, fireworks, dangerous chemicals, water transportation, agricultural machinery and other industries. The safety production condition was kept stably in Chenzhou city.

Qu said, great concern should be placed on the safe development. All departments should follow the spirit presented by central and Hunan provincial government to highlight the attention on safety production. More efforts should be tried on the safety production work. Currently, it was a season with more risks of accidents, so all departments should learn the experience from the accidents happened in domestic and abroad and pay much attention on the safety work.

Qu said more efficient methods should be applied to check and deal with the hidden dangers. Special treatment actions for hidden dangers of safety production should be carried out by all relative departments, especially on key fields as coal mines, non-coal mines, road transportation, dangerous chemicals, fireworks, construction sites, and etc. All the relative enterprises should play their roles on checking dangers by themselves to minimize the risks and upgrade their safety protection and emergency rescue capacity. It was the flood season now, the protection measures should be figured out on analyzing the features of the flood season.

Qu stated stricter responsibility system should be handled to promote the implementation of relative work. All departments should figure out a detailed responsibility list for every leaders, departments and enterprises and promote it to be implemented well with sound inspection work. On the other hand, the supervision on safety production should be enhanced to urge relative departments and enterprises to rectify hidden dangers. Concerned for the ones can’t handle the rectification work, the departments were authorized to ask them to stop production for further rectification. More supervision work should be carried out the supervision group to check the safety production condition. All levels governments should pay attention to contain the illegal accidents and carry out the accountability mechanism to deal with every safety production accident.

Qu emphasized that Labor’s Day holiday was coming. All departments should keep on duty and follow central government’s requirements not to use public facilities and funds to satisfy themselves.
