7 Modes for Chenzhou City’s Park and Garden Construction

It was learned from some departments of Chenzhou city that in order to promote the establishment of national garden city, Chenzhou city created 7 modes to accelerate the gardens and parks construction. The 7 modes were as follow: government investment, enterprises’ donation, social construction, demolishing of old buildings for greening project, land acquisition for parks construction, land renting for parks construction, and construction and management with villagers. Followed with these 7 modes, over 104 parks, gardens and greening lands in road sides were upgraded in Chenzhou city. In 2013, the urban greening rate, greening land coverage rate and per capita park land were up to 40%, 42% and 11 square meters respectively.

 

From 2008, Chenzhou city played sound role of the 34 favorable policies granted by Hunan Provincial Party Committee and Hunan Government and innovated different methods to promote the gardens and parks construction. Beihu Park, Dongta Park, Wanhuayan, Suxianling and some other key landscapes were upgraded with over 200million yuan financial investment. At the meantime, BT mode was promoted to handle 11 big park projects, such as Suxian lake, Wangxian lake, first phase of Shiliuwan park, Wulingge park, Chenjiang river’s landscape belt, Xihe river and Donghe river’s landscape belts, and etc.

 

More capitals from enterprises and society were collected by Chenzhou government to handle the construction issues. The second phase of Shiliuwan park, Muziling park, Yuexingshan park, second phase of Ailian lake and some other projects were donated by the real estate companies around the parks. Over 10 mountainous parks’s travel paths, pavilions and some other infrastructure facilities were supported with financial investment, but the seedlings and entertainment facilities were donated by some units and sectors of society.

 

Furthermore, demolishing of old buildings for greening project, land acquisition for parks construction, land renting for parks construction, and joint construction and management of parks were handled out by Chenzhou city to expand the construction lands for parks and gardens. In 2010, one million yuan was invested on demolition of over 6000 square meters buildings near Luojiajing farmers’ market and establish Hui’ai square there. Yanquan garden which is with 2000-square-meter green lands was on the basis of 30 million yuan investment of land acquisition. It became one of the hottest parks of Chenzhou city with daily visitors of 5000 ones.

 

Concerning for land renting for parks construction, some cooperative mountainous lands were rented by the government with the renting level of 200yuan/mu every year or with the subsidies of 20yuan/mu every year. Per some mountain ridges which were not with good economic effects, Chenzhou city signed the joint construction and management contract with the villages without paying renting fees. Villagers can share the benefits of the finished parks. Taking the mountain tops of Moxintang, Longmenchi village, Bailudong town for example, all the barren mountains were covered with green parks now, which greatly help to upgrade the living conditions of the village. Besides some compensation, villagers can work on the parks as well.

 

It was learned that followed with these 7 modes, 11 new parks projects would be finished before 2015.
