Balanced attention should be placed on the construction and protection of greening work of channels, so “solution for greening management of channels” was issued to public on May 18, 2014 in Chenzhou city. It was purposely to promote the management and protection of greening work handled out in the channels of Chenzhou city.
4759kms channels’ greening condition were improved and upgraded from the operation of “three-year greening project” in 2012. Chenzhou Avenue, Chenyong Avenue, 106 national road and some other greening galleries were the achievements reached by the project. But because of lacking of management and protection mechanism with specified responsibility details, some problems as poor supplement and protection, damage of new forest, and etc. badly affected the greening results.
The main body, range and function were specified on this solution. Governments of counties and districts were the man bodies for the protection of greening work in their areas. The counties and districts’ forestry departments were in charge of forming the general planning and annual operation solution of greening work, guiding the technical implementation, monitoring the quality control, handling the construction and management of greening work along expressways, railways, national and provincial road and some key tourism boundary lines. Transportation and highway departments were in charge of handling the management of national and provincial road and some key tourism boundary lines. Financial departments of the counties and districts were in charge of the arrangement of capitals for the greening work. The government of towns and villages were in charge of handling the protection work of the village roads.
Standards, contents and measures for the protection work were specified on the solution as well. The survive rate for the forest in the greening belts should be over 95%. The protection contents included daily patrol, supplement, watering, weeding, ripping, fertilization, trim, disease prevention, and etc. The construction parties were in charge of the management and protection during the contract period (generally speaking, it was about 3 years). Once the construction work finished and qualified, the forest right certificate would be issued by relative forestry departments on time. The owner who was with the certificate was in charge of handling the protection and management work.
