As the instructions written down on serious damage of Yizhang Leshui river’s irrigating channels by Xiang Lili- Secretary of Chenzhou Municipal Party Committee that a comprehensive treatment should be handled out in the irrigation area and all similar problems in other areas should be solved effectively as well.

An on-site conference was held in Yiliu town, Yizhang county by Lei Xiaoda- Deputy Mayor of Chenzhou City on June 19, 2014. As decided on the conference that the treatment of Leshui river irrigating area would be carried out as a pilot for comprehensive treatment of medium-sized irrigated areas of Chenzhou city. It was purposely to figure out a new method to retreat the medium-sized irrigated area with the joint efforts of government, favorable policy, farmers and society.

Leshui irrigated area was established in 1958 with 54.6kms long arterial irrigating channels, which covered 14,000mu fields of 4 towns and counties. Due to the long-time disrepair, only 4kms channels were still workable to irrigate only 1/5 fields of its earlier designed capacity.

In order to improve the irrigating situation of Leshui river area, Yizhang County Party Committee and Yizhang Government selected about 10million yuan from different capitals as county finance for“one project, one discussion”, water conservancy construction, and agricultural development and poverty alleviation to handle the repair and renovation of 10 medium-sized irrigated areas. At the meantime, more local people were mobilized to join in the repair work to clean the channels, and more strict punishment and supervision work was handled out to fight for the illegal behaviors of destroying the channels. Currently, the dam gate of Leshui irrigated area was listed into large and medium size gates’ plan of the State Ministry of Water Resources.
