It was learned from the notice issued by Chenzhou Municipal Party Committee and Chenzhou Government that 10 science and research staffs were rewarded as " top ten talents of technological innovation of Chenzhou city". It was purposely to praise their great contributions on promoting the industrial transformation with technological innovation, building new Chenzhou city and improving Chenzhou city's take-off.

In recent years, Chenzhou Municipal Party Committee and Chenzhou Government paid great attention on technological talents and issued many favorable policies to attract more talents to settle down in Chenzhou city. Focusing on the requirements of enterprises, Chenzhou Municipal Party Committee and Chenzhou Government introduced 500 high level innovative entrepreneur talents and 500 engineering and management talents with great supports in different aspects as living condition, housing, subsidy, guidance, and etc.

Furthermore, special contribution award for introduction of talents was set to play the best role of some service platforms' "magnetic field effect", which helped to attract different technological innovation talents. Some favorable mechanisms were figured out to encourage the technological enterprises to attract more talents. According to the record, 3878 technical staffs were available for technological enterprises of Chenzhou city, accounting for 17% of the total staffs. Compared with "eleventh five- year" period, the number was with an increase of 108%. 195 of the 3878 staffs were high-level technological innovation ones.
In recent three years, the "top ten talents of technological innovation of Chenzhou city" undertook 6 national key technological projects, 10 national other technological projects, 9 Hunan provincial special projects and 8 Hunan provincial key technological projects.

Furthermore, 7 national inventions and patents, 11 Hunan provincial technological rewards and 9 Chenzhou municipal advanced technology awards were obtained by them. More than 500million yuan tax payment was gained through the technological innovations.
