It was reported that the first plenary（enlarged) session of the reform office of Chenzhou Municipal Party Committee was held on August 22, 2014. According to the conference, more attention would be placed on the construction of reform pilot of commercial registration, construction of Hunan-Guangdong (HK-Macau) trial pilot of cooperation and obtaining of new policies for exploratory reform.

On the basis of series arrangement of central government and Hunan provincial government' deepening reform, Chenzhou city figured out a "1+7" file system, including Chenzhou municipal government's "implementation comments" for comprehensive and deepening reform, 7 special groups' "implementation comments" and main working points of 2014. Currently, some key reform projects have been launched, such as the commercial registration system reform which attracted thousands of merchants to gather in Chenzhou city, new turn of the reform of departments and administrative approval system which helped to deduct 129procedures for the project promotion, and some other reforms on classification reform, optimization of the structures of discipline inspection and supervision departments were promoted well.

On the conference, the special leading groups of reform and principals of the counties and districts who were in charge of reform work delivered their working reports concerned for the reform work handled out in earlier stage and presented the working plan for next stage.

Shou Jianzhong- Member of Chenzhou Municipal Party Committee Standing Committee and Secretary-general of Chenzhou Government stated that though Chenzhou city's comprehensive reform work was started with a good beginning, some problems as lacking of understanding, poor reform atmosphere, weak promotion force, and etc. still hindered on the way of its further improvement.

Shou required that a special reform institute should be established to collect the information of reform; some reform solutions should be released to implement the reform; better scheduling work should be handled to coordinate the reform; and better propaganda work should be promoted to form a deepening reform environment in the society.
