150million yuan supporting funds would be obtained which would help 100,000 people to benefit from the projects

Currently, “the guide for construction of Hunan 2014 central finance water conservancy projects” was released by Hunan Provincial Water Resources Department and Hunan Provincial Department of Finance. Beihu district, Guiyang county and Guidong county were enrolled into the 6th batch list of national key counties for construction of small-scaled water conservancy.

From 2014, 150million yuan supporting funds would be placed by central and Hunan provincial finance in three consecutive years, which would be used to the construction of small pools, small dams, small pump stations and other water source projects and their supporting main canal systems. If the condition was ok, some high efficient water-saving irrigation projects as low pressure pipe irrigation, sprinkling irrigation and drop irrigation would be improved in the three counties. It was estimated that over 100,000mu areas and 100,000people would benefit from the projects.

Currently, the three counties were busy on figuring out the 3-year construction solution and 2014 implementation solution. In following 3 years, assisted with the platform of national key counties for construction of small-scaled water conservancy projects, the three counties would follow the principals of “unified planning, implement by step” and “construction with effect” to choose the areas with high potential of the increasing of productivity, remarkable demonstration effect, sufficient preliminary work, complete construction planning and high enthusiasm of local people to collect and integrate the water conservancy construction capitals, and guide more people to join in the construction work. It was purposely to accelerate the projects construction; reach the transformations from dispersed input to integrated input, from surface construction to key points construction, from individual breakthrough to overall promotion and from unbalanced attention on construction and management to balanced attention; promote the key counties construction and reach a great-leap-forward development.
