It was reported that Xiang Lili- Secretary of Chenzhou Municipal Party Committee visited Tashui village, Beihu district to investigate its new rural construction. Xiang said the main body of the new rural construction is farmer, so their innovative spirit of reform on the overall development of urban and rural areas should be guided comprehensively to mobilize their initiative and creativity and enhance their ability of self-development.

Tashui village is located in Chenzhou avenue. When walking in the village, the tidy houses, fields, parks, clean village roads and streets, and etc. make the village like a landscape painting. From the beginning of this year, assisted with working team dispatched by Chenzhou Municipal Party Committee, Tashui village carried out series projects as village renovation, community service center construction, ecological landscape pond, and etc., fully launched the regulated rural housing work, improved the infrastructure construction, solved over 100 families drinking water problem, actively developed 2 agricultural leisure projects and guided the villagers to improve rural inn and planting & breeding industry on the basis of ready conditions. Furthermore, some reforms as land transfer, unified house sites management, community construction, loans for housing, and etc. were explored in the village and were carried out with some progresses.

Xiang highly affirmed the new rural construction work handled by Tashui village and made comments on the villages’spontaneous exploring spirit on reform. Xiang said Tashui village was changed greatly with many working highlights and it carried out active and innovative work. Concentration operation and bidding of collective lands, reconstruction of house site and currency bias, loan for housing, and other measures can help to solve the problems as rural land transfer, regulated housing, and etc. efficiently. Enhanced exploration should be carried out to play the main body function of farmers on new rural construction, encourage and support the farmers’ innovation and creativity, and upgrade the farmers’self-development ability, which was purposely to form a duplicable and propagable internal motivation on new rural construction.

Xiang also stated that the new rural construction should be improved on higher standards. New rural demonstrations’ leading role should be played well to promote the construction with higher level, stricter requirements and more efficient measures. The concept of overall development of urban and rural areas should be kept on the construction work with better planning, management and infrastructure construction to grant the villagers with the same public service condition as the urban residents. New rural scenery and original ecology should be protected and kept and some groundwork as refuse disposal, sewage disposal, drinking water safety, remould of toilet, and etc should be carried out to upgrade rural villagers’ living quality. Featured industries especially the collective economy should be promoted to consolidate rural economic foundation. Sound planning on village pattern should be handled well with some measures to upgrade the new rural construction level. The Party’s branches construction should be enhanced to upgrade the development concept of the village cadres and play their exemplary vanguard role well.
