It was reported that the second conference for protection and governance committee of Xiangjiang river was held in Chenzhou on October 10, 2014. Focusing on implementing the tasks of Hunan Government’s “first key project”, some work as protection of Dongjiang lake’s water environment, comprehensive treatment of Cuijiang river basin, treatment of heavy metal pollution of Xiangjiang river, comprehensive treatment of Sanshiliuwan Taojia river basin, and etc. were dispatched on the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required that all departments should focus on the targets and tasks to pay more attention on the key work, reform, innovation, determination, measures and discipline to promote the protection of Chenzhou section of Xiangjiang river basin.

Followed the principal“no more debt, repay earlier debts”, Chenzhou city strongly implemented the environment protection and pollution treatment work of Chenzhou section of Xiangjiang river basin. According to Hunan Government’s “first key project”, 94 projects of 8 categories were issued to Chenzhou city in 2014. Till the end of this September, 57 of them were finished, accounting for 60.64% of annual task. Concerned for the qualified rate of integrated drinking water sources of all counties and above level city and municipal level juncture fracture surface, both were up to 100%.

In the end of 2013, Dongjiang lake was enrolled into the national key supporting lakes list successfully. Generally speaking, Dongjiang lake’s water quality was fine under current situation and some branches and tails’ water quality was upgraded well. Assisted with the promotion of projects, Cuijiang river basin’s water quality was greatly improved, Xiangjiang river’s heavy metal pollution was contained efficiently, and mountainous plants along Taojia river basin were recovered gradually which helped to improve its ecological environment and contain the water and soil erosion.

Qu Hai stated that it was the second year for the first “three-year plan” of Xiangjian river basin’s protection and governance and was the most important year as well. All departments should follow the requirements and arrangement released by Hunan Government, should handle protection and comprehensive treatment accordance with the law, should keep guidance with the government and work together with relative departments, enterprises and society, should highlight the infrastructure construction of environment protection, pollutant enterprises control, protection of drinking water sources, livestock breeding control, and etc. All were purposely to enhance the promotion of “first key project” and ensure the “three-year plan”to be fulfilled successfully.

Qu required that more efforts should be tried on the key sections to promote the protection and special treatment work on Dongjiang lake, Sanshiliuwan and Taojia river basin, Cuijiang river basin, and etc. Enhanced supervision and assessment, coordination among departments, guidance for the public and settlement of capitals should be promoted to ensure all tasks to be completed on time.
