It was reported that 2014 EU-China environment sustainability program- intercommunications of emergency response project system of heavy metal & launching ceremony of joint demonstration base of CAEP- VITO Hunan heavy pollution metal pollution control was held in Chenzhou city on Oct. 15, 2014. Chenzhou became the exclusive joint demonstration base of CAEP- VITO Hunan heavy pollution metal pollution control of Hunan province.
Chenzhou city was a typical resource-oriented city with the leading industries as selecting of non-ferrous metal, smelting, chemical, and etc., which made it to be with high potential risks of environment pollution, serious heavy metal pollution problems in some regions and basins and high pressure of pollution control and governance. In last October, EU-China environment sustainability development- emergency response project system of heavy metal was launched in Beijing city and Chenzhou city was enrolled as a pilot which was granted with some supports. Chenzhou city carried out collection of heavy metal pollution data and questionnaires investigation and dispatched some staffs to study the advanced concepts and technologies for heavy metal pollution control in last one year, which helped to lay solid foundation for the 3-year study task. In next step, Chenzhou city would refer to EU’s advanced experiences on environment risk control, contaminated land remediation, recycling of solid wastes, and etc. and rely on the construction of demonstration base of emergency response of heavy metal control to finish the trial and debugging of emergency response software and devices, organize the training of emergency response staffs, and upgrade Chenzhou city’s capacity of heavy metal pollution prevention.
It was learned that the main tasks for emergency response project system of heavy metal pollution are as follow: comparison and analysis of environment emergency management between EU and China; construction of supporting platform for heavy metal pollution simulation and emergency response decision; training for staffs on emergency management and technologies; compilation of technical manual for emergency response of heavy metal pollution; and propaganda of projects achievement and communications.
