It was reported that a video and telephone conference for ecological civilization construction and afforestation was held in Chenzhou city recently. As stated on the conference, urban and rural greening project should be kept being promoted to transfer ecological advantages to economic and development advantages. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference and delivered speeches there.

In recent years, Chenzhou Municipal Party Committee and Chenzhou Government paid great attention on ecological civilization construction which helped to lay solid foundation for the promotion of transformation of resource-oriented city, create more ecological advantages for Chenzhou city’s further development and upgrade Chenzhou city’s image and comprehensive competitiveness. Chenzhou city was established as national garden city, national forest city and national demonstration city of transportation management successfully and was honored with the “Examples of Habitat Environment Prize” , which helped to popularize the fame of Chenzhou city. Though there were great achievements gained on the ecological civilization construction, it is still a long way to go.

Xiang Lili stated that urban and rural greening project should be kept being promoted. Though the problem of “being green” has been settled till now, the problem concerned for “being better” haven’t solved yet. Large gaps on the ecological function exertion of forest, ecological restoration of resources environment and sustainable development were still hindered on the way. The increasing of greening areas and upgrading of greening work should be carried out together to put efforts on the construction of symbolic forest landscape belt, on ecological restoration and governance, and promotion of urban and rural greening project.

Xiang said more attention should be placed on selecting the breakthrough of ecological civilization construction. “Solution on promotion of ecological civilization construction” issued by Chenzhou Municipal Party Committee and Chenzhou Government and “implementation comments on accelerating the promotion of ecological civilization construction” issued on this conference should be well implemented, especially on the construction of a batch of demonstration projects, promotion of a batch of key projects, accomplishment of landscape work, and establishment of hot spring city of China.

Xiang emphasized that the ecological advantages should be transferred to economic and development advantages by correct understanding, scientific methods and powerful measures, such as transferring it to be competitive advantages by focusing on ecological investment attraction, creating new development space by promoting transformation with greening work, consolidating the foundation of Chenzhou city’s development with sustainable economy by expanding industrial chain, and accelerating new urbanization by promoting livable environment construction.

Xiang also emphasized that the ecological civilization construction should be promoted with reformatory methods, which was an inevitable way for it to find a new way out. New concepts should be innovated, such as natural, ecological and people-oriented way; joint cooperation should be promoted to play the best roles of governments and the masses; enhanced supervision should be carried out to promote the reform of forest right and water right and the establishment of natural resources property right mechanism; marketing method should be introduced to attract more private and social investment into the construction of ecological civilization construction; and more ecological compensation should be handled to form the win-win cooperation mechanism.

Qu Hai stated that unified understanding on ecological construction is equal to promotion of development and well-being condition should be rooted on all departments to pay more attention on key points and promote the ecological civilization construction with higher targets. Green ecological space should be constructed on the basis of urban and rural greening; habitat environment should be upgraded by handling the pollution control work; the ecological civilization’s guiding role should be played by the promotion of demonstration projects; diversified ecological experiencing zones should be built by handling some theme activities; and the supervision system and ecological civilization level should be upgraded by forming relative regulations.

Qu stated that more supports and measures should be carried out to ensure more effectiveness to be gained on ecological civilization construction. All departments should pay closer attention on the work, should coordinate with each other, should make sure the capitals to be placed on time, should handle better propaganda work, and should carry out stricter rewards and punishment mechanism, and should fight for establishing Chenzhou city to be national ecological civilization city successfully.

The assessment results on 3-year urban and rural greening work were released on the conference. The towns and counties which were ranked the last place of 2014 annual comprehensive ranking list of 3-year urban-rural greening project were declared on the conference as well.

Liu Hesheng - Deputy Secretary of Chenzhou Municipal Party Committee hosted the conference. Some municipal leaders of Chenzhou city and principals of relative sub-ordinate departments attended the conference.
