It was learned that “implementation comments on the promotion of ecological civilization construction” (short for “the comments”) was issued by Chenzhou Municipal Party Committee Office and Chenzhou Government Office. The key points of 2015-2017 ecological civilization construction were specified on the “the comments”.

According to “the comments”, Chenzhou city will launch the first batch of 9 demonstration projects of ecological civilization in following 2 years, including upgrading project of forest ecological landscape, “three-river”basins water resource protection project; comprehensive governance project of urban area’s “fiver rivers”; Dongjiang lake ecological environment protection project; ecological infrastructure construction project for national main-functional region which is mainly for the promotion of national main-functional region pilot demonstration county construction in Guidong, Rucheng, Linwu, Yizhang and Jiahe county; ecological vegetation restoration and governance project of Sanshiliuwan region; demonstration project of recycling of industrial wastes which is mainly on the construction of three demonstration bases of Yongxing county, Zixing city and Guiyang county; rural ecological demonstration project; and educational base of ecological civilization.

As stated on “the comments”, in following three years, Chenzhou city will integrate the ecological civilization construction into the process of urbanization to lay solid foundation for the construction of ecological civilization city; will take active actions on the establishments of ecological civilized departments, enterprises, schools, towns (sub-districts), communities, and etc. to build the experiencing zone of ecological civilization; will try best to forge the forest ecological experiencing zone with the main bodies of national forest park and wild park, forge the water ecological experiencing zone with the main bodies of Dongjiang lake, Chongling river, Xihe river, and Bianjiang river, forge the fitness hot spring experiencing zone with the main bodies of 8 hot spring small towns as Rucheng Reshui town and others and forge the aerobic outdoor sports experiencing zone with the main bodies of Dongjiang lake sports track, bicycle lanes along Xihe river banks and Jiulaofeng mountainous bicycle racing tracks. All the work is purposely to fully show the ecological construction achievements and propaganda the ecological culture.

In following three years, Chenzhou city will establish the evaluation index system of ecological civilization construction and issue the evaluation results in due time; will establish cross-border ecological compensation pilot; will accelerate the speed to perfect the ecological compensation mechanism concerned for Dongjiang lake, Chongling river, Wushui river and other key rivers and lakes; and will well implement the protection measures for the main functional zones as Luoxiao mountain, Nanling mountain, and etc. to establish the ecological shield.
