It was learned that “the notice for carrying out the ecological civilization demonstration project pilot work in western China”(short for “the notice”) was issued by National Development and Reform Commission and the State Forestry Bureau currently. Chenzhou city was enrolled into the second batch of national ecological civilization demonstration project pilot list.

In recent years, Chenzhou city paid great attention on the ecological civilization construction. Focused on four systems of ecological nature, ecological industry, ecological living and ecological civilization, Chenzhou city carried out series activities as three-year greening project in urban and rural areas, establishment of national forest city, and etc. and series ecological construction and environment protection projects as Chenzigui “two-oriented” social demonstration belt, comprehensive governance of Xiangjiang river basin, environment protection of Dongjiang lake, governance of water and soil erosion, “ten environment protection projects”, comprehensive governance of rural environment, water ecological civilization construction pilot, and etc. At the meantime, series of polices as “decision on promotion of ecological civilization construction”, “outline of Chenzhou city’s ecological city construction planning” and “solution on Chenzhou city’s ecological civilization construction” were issued by Chenzhou city, which covered ecological civilization construction into the evaluation system of economic and social development and established and perfected the mechanisms of pollution control supervision, ecological protection supervision, and etc. It was recorded that in recent 3 years, over 13.82billion yuan investments were placed on the greening work of urban and rural areas of Chenzhou city and 277.1million yuan investments were placed on heavy metal pollution control of Chenzhou section of Xiangjiang river, all of which greatly helped to form an ecological civilization construction pattern of great investment and great construction in Chenzhou city preliminarily.

It was specified in “the notice”that the construction tasks and special funds figured out by the state would give priority for the demonstration pilots under the same condition; would support the pilots to establish and perfect the ecological compensation mechanism firstly; and would carry out a selection of national ecological civilization construction demonstration pilot city (county) in 2016. All the pilots cities (counties) should focus on 10 key tasks to carry out the construction work, such the main functional areas construction, protection and recovery of ecological environment, transformation of economic development model, perfection of promotion system of ecological culture, perfection of ecological civilization support mechanism, and etc.
