“It is purposely to upgrade Chenzhou city’s environment condition and make people feel happier by establishing national sanitary city.”-that was the target figured out by the decision-makers of Chenzhou city at the very first beginning. Due to the establishment work was concerned for the well-being condition of all people, they also took active actions to support the work and join in it as well. It was said: “people with one mind will remove Mount Tai”. A clean and beautiful city can only be established with all people’s efforts and wisdom. The leaders of Chenzhou city led all the departments to join in the establishment work and mobile more people attended it, which helped to form a unique establishment pattern of Chenzhou city. 

Resultant forces were formed by all people’s efforts

Chenzhou city launched the project of establishment of national sanitary city from April 28, 2009. It was carried out as an carrier of shaping city image, improving investment condition, promoting economic and social development, and upgrading people’s happiness index. Many times of municipal standing committee conference, government executive meeting, working conference of mayor and scheduling conference were held out to handle the scheduling work every month and assessment work every quarter along with special investigations. Main leaders of Chenzhou Municipal Party Committee and Chenzhou Government often carried out on-site work on the frontline of the establishment work to solve some problems hindered on the way.

People’s participation is one of the key points to meet the target of the establishment work. Banners, public signs, electronic display screens, propaganda columns, and etc. were set for popularizing the purpose and significance of the establishment of national sanitary city. Some reports concerned for the improvement of environment after carrying out the establishment were broadcasted in media, which were well helped to make all people acknowledged with the establishment work.

At the meantime, some theme activities concerned for establishment of national sanitary city were carried out in Chenzhou city to guide people to join in the establishment work. “Accountability for road management”was established by the establishment department. Every Friday, the staffs of units went to the specified sections to clean the roads and guide people to behave more civilized. Cleaning activities were carried out in the communities regularly to make people get better understanding of sanitary civilization.

By carrying out series activities, people were more acknowledged with the establishment of national sanitary city and took part in the work with their efforts. Free supply of water and electricity, working together with the workers on the establishment, canticles for the establishment work, and etc. were often to be seen during the establishment period.

Comprehensive governance to lay solid foundation of the establishment work

Perfect urban infrastructure condition was the premise of establishment of national sanitary city. Series establishment projects as national garden city, national sanitary city, national civilized city, national forest city and national demonstration city of transportation management were carried out by Chenzhou city to accelerate the city construction and shape new image of Chenzhou city.

In recent three years, Chenzhou city tried great efforts to collect the funds to carry out transportation construction and upgrading of city. 81.672billion yuan was placed to series projects. During this period, 101 roads were newly constructed or upgraded; 91 ecological environment projects were carried out, which helped to upgrade the rate of urban greening land to be 40.2%, greening coverage rate to be 42.4% and per capita public greening lands to be 11.06square meters. 52 new or continuous projects of indemnificatory housing and reconstruction of shanty towns and 145 public supporting projects were handled out in Chenzhou city as well. The infrastructure condition of municipal service, greening, public service, and etc. was improved greatly.

Farmers market which is close to people’s daily life can greatly show the environment and sanitary condition of a city. Chenzhou city place great attention on the improvement of the farmers markets in recent years. 23 new and reconstruction projects were carried out with 2.5billion yuan investment. Currently, there are 34 farmers markets in Chenzhou urban area, all of which are clean and tidy Separation facilities and disinfection facilities for the live poultry area were upgraded. Some other facilities as detectors for pesticide residue, refrigeration and fly-killer lamps for cooked food, electronic display screens, and other equipments were installed in the markets.

Similar as silkworm who would suffer a period of pains on the process to get out from the shell, Chenzhou city would suffer tough period during its improvement, and then show its beauty to all people. After launching the work of establishment of national sanitary city, Chenzhou city’s image, city level, happiness index, and other aspects were upgraded greatly, which made all people sincerely support the work. All Chenzhou people are fighting their best to show the better image of Chenzhou city to the world along with the establishment work.
