It was learned from the Ministry of Civil Affairs that Feijiping community of Renmin road sub-district of Beihu district, Renmin east road community, Wulingge community of Yanquan sub-district and Shuidianlu community of Dongjiang sub-district of Zixing city were named as the national demonstration of harmonious community construction. The reward was independently evaluated by the third party and studied by minister office meeting of the Ministry of Civil Affairs on the basis of the recommendation and investigation handled out by each province.

In recent years, Chenzhou Municipal Party Committee and Chenzhou Government paid great attention on the construction of community and released 6 policy files to enhance the community construction and management. In 2014, a file entitled “comments on solving the prominent problems on service-oriented party organization construction in rural area and communities”was issued by Chenzhou city as well, which greatly helped to solve some problems as working funds, working responsibilities, supporting offices, political treatment and material amenities of communities staffs, and etc. for the communities’ party grass-rooted organization construction. Thanks to the measures, the mechanism reform was achieved by community work, the capacity of grass-rooted organization was upgraded and the social governance was innovated as well. At the meantime, leading by the reform and innovation of grass-rooted social administration mechanism, focusing on the target of constructing new community governance and service system, driving by the normalization and standardization construction, and highlighting by the enhancement of self-governance and service functions of community, Chenzhou city carried out the construction activities to build demonstration units of harmonious community and gained significant results on the promotion of community construction.
