It was reported that Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee investigated Zixing city on Jan. 8, 2015. Liu required that the land transfer and regulation of rural housing work should be well handled on focusing the targets of being wealthier (for farmers), more beautiful (for rural area) and more powerful (for agriculture). It was purposely to fight for building beautiful new rural.

On visiting the 50-mu vineyard which was contracted by land transfer in Lanshi town, Liu Hesheng learned its specified operation model of the land right and land transfer. It was introduced by the principal of Lanshi town government that the registration and publicity for 14,300mu rural land contracting management right of 2200 families, 5544 cases of rural residence land and 2000 cases of housing property of all 9 village of the town have been fulfilled with high quality. The land stock cooperative was established, which helped to transfer more than 2000mu rural lands. At the meantime, rural dry mortgage loan was handled out with more breakthroughs.

Liu stated that the rural land transfer should be promoted and supporting mechanism should be further perfected to guarantee the earnings of land transfer of the farmers and promote the development of rural economy. The registration of rural land right which was concerned for the vital interests of thousands of families should be treated carefully for all details and promoted steadily by solving the contradictions and problems hindered on the way together. Liu also affirmed the work handled out by Lanshi town on the exploration of land transfer, establishment of land cooperative, innovation of rural credit loan, and etc.

Liu visited Zhoumensi town, Sandu town and some other places of Zixing county to check their work on regulation of rural housing afterward. Zhoumensi village of Zhoumensi town handled out a housing model of building new houses on former address of the whole group, which helped to regulate the concentrate housing work of 22 families. Shucai village of Sandu town kept paying balance attention on concentrate housing and protection of ancient dwellings.

Liu stated that closer attention should be kept placing on regulation of rural housing work. No matter single or concentrate housing should be built with beautiful design and local environment should be upgraded to grant the farmers with sound living condition and grant them with substantial benefits.
