It was learned that the“report on operation of 2014 Chenzhou public finance budget and 2015 Chenzhou public finance budget (draft) ” which was figured out Chenzhou Government was published and handed out to all the representatives of the fourth session of fourth Chenzhou Municipal People’s Congress. According to the plan, the total public finance revenue would hit 26.44billion yuan in 2015 with an increase of 10%.

It was shown on the report that the total public finance revenue of Chenzhou city was amounted to 24.04billion yuan in 2014, accounting for 96.8% of the budget with an increase of 11.2%. New breakthroughs were achieved in the reform and innovation of Chenzhou financial work, which helped to improve the development of well-being condition. All the finance and tax departments firmly seized the chance of deeply reform and took active actions to face the challenges under “the new normal”, so all financial work was handled stably with progress.

It was stated on the report, the guiding ideologies followed by Chenzhou city on figuring the budget were as follow: carefully implementing the spirit of the 18th Party’s Congress, the third session of 18th National People’s Congress and the fourth plenary session to keep the rhythm of stable progress, fully carry out deeply reform, cultivate more tax sources, promote the upgrading of tax payment, enhance the management of expenditure of finance and optimize the structure of finance expenditure; deepening the reform of departments’ budget to perfect the administration mechanism of budget; regulating the behaviors of finance revenue and expenditure of government to avoid potential financial risks; promoting the assessment mechanism of budget to promote the budget opener, gradually establish modern financial mechanism and support Chenzhou city’s stable economic development.

As mentioned on the report, 2015 is a key year for deeply reform that both Chenzhou public fiscal revenue and local fiscal revenue are estimated to be with 10% growth, accounting for 26.44billion yuan and 18.89billion yuan. Chenzhou city would further promote the deeply fiscal and tax reform by increasing income and decreasing expenditure. The financial resources would be mainly placed on key industries, key industrial parks, key enterprises and key project to promote the adjustment of financial revenue by well using achievements on financial resources construction, and reach the balance development of volume, quality and average of fiscal revenue. Deeply reform would be kept as the theme to establish modern fiscal system. The key target would be kept as supporting well-being to upgrade the masses’ happiness index. The key direction would be kept as upgrading of efficiency to fully enhance the fiscal administration and contributed better to Chenzhou city’s take-off and construction of well-off society.
