Qu Hai stated on an interview

New normal and new beginning calls for new actions.

Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City took an interview with the media of Chenzhou city after the closing ceremony of the forth session of the fourth Chenzhou Municipal People’s Congress on Jan. 17, 2015 and shared his ideas on “new three establishments”, exhibition economy and delicacy management of city.

“In 2015, the government will keep improving well-being condition as the primary task to benefit people with the substantial profits.”- Qu Hai kept paying special attention on well-being which was close to Chenzhou people.

“Accelerating ecological civilization construction to improve people’s living quality.” Qu said to the well-being effects on “new three establishments”.

“Though the targets for establishment of national garden city, national sanitary city and national civilization city have almost been fulfilled, it does not mean Chenzhou city will stop the upgrading of city. Chenzhou Municipal Party Committee and Chenzhou Government listed the targets of “new three establishments”: national ecological garden city, national model city for environmental protection and national pilot city for demonstration projects of ecological civilization.””

“The principal line of new three establishments is ecological civilization construction which was purposely to upgrade urban living environment and people’s living quality. People can be favored with fresh air, clear water and clean environment.” Qu said, ecological environment and ecological civilization construction were related to the image, economic development condition and development competitiveness of the city. Under the new normal situation, people’s demands changed to environmental protection and ecology from earlier days’subsistence, so the government should keep the concept that “paying attention on ecology is equal to pay attention on well-being and improving ecology is equal to improve well-being condition.”

“Ecological construction and environmental protection is not only with the social effects, but with great economic potential as well.”Qu said, to develop the ecological industry with features of“two-oriented society” can attract the attention of investors from domestic and abroad and improve the upgrading and transformation of traditional industry as well, which would help Chenzhou city to form a new emerging industrial cluster with both environmental protection and economic effects rather than resource-oriented economy. It would create more job vacancies and entrepreneurial chances to assist people with more channels to increase their income.

“Ecology has become a famous marketing name card of Chenzhou city. We should keep popularizing this name card to improve it to be more well known.”

“Cultivating international brand of exhibition to accelerate the city’s internationalization progress.” Qu said to the multiplier effect of “exhibition economy”.

International Mineral & Gem Expo, South Hunan Undertaking Industrial Transfer Trade Fair…… Currently, more and more Hunan provincial and national level exhibitions were held in Chenzhou city, which indicated that Chenzhou city has become a“exhibition subcenter of Hunan province” .

“Exhibition economy is a new commercial type and an important platform of service industry, which is with comprehensive driving force and can achieve sound multiplier effects.” Qu stated that Chenzhou city’s exhibition economy was being improved well currently which helped to promote undertaking industrial transfer and upgrading of city image of Chenzhou city.
The third China (Hunan) International Mineral & Gem Expo would be held in Chenzhou city from May 21-25, 2015. It is a great chance for Chenzhou city to further cultivate the large-scale international exhibition, mobilize the construction of gem industrial park and improvement of gem industry, assist the development of modern service industry, form the city brand and promote the internationalization.

“Solving prominent problems which badly affect residents daily life to upgrade city’s livable index.” Qu Hai mentioned to the convenience effects of “the city’s delicacy management”.
“Another three year” project has been fulfilled. Chenzhou Municipal Party Committee and Chenzhou Government started a new round of “upgrading of city”. How to reach the new upgrading? The key point is to promote the delicacy management. Stable electricity and water supply, convenient grocery shopping, clear streets, bright street lamps, safe travel, and etc. are the practical needs of people, which indicated the level of delicacy management.

“We are always on the way of city management.” Qu introduced that Chenzhou city would pay special attention on the following three points to promote the new round of “upgrading of city”: first, standardization: it was purposely to improve Chenzhou city to be clearer, more orderly, more beautiful, and more harmonious and upgrade the management level on urban villages, suburban areas, and etc. by handling strict management measures; second, convenience: it aimed to upgrade the management on public transportation, electricity and water supply, shopping, and etc., and solve the prominent problems affected people’s daily life by handling close follow-up work; third, normalization: the city management should be kept to be with a long-term mechanism. All party members and cadres should devote themselves on handling the management work to keep optimizing livable city condition.

Qu stated that the delicacy management work need all Chenzhou people’s help. He hoped that all people can join in the work to improve Chenzhou city to be clearer, more beautiful and more harmonious.
